To me it means that you can still make data the foundation of your design decisions, but let your design experience and instincts act to temper those ideas when the data seems to contradict common sense or usability. And let your design instincts expedite the design process by helping you narrow in on the best few solutions to test rather than having to try everything. They should work hand in hand to deliver you to the best design solutions as efficiently as possible.
