I'm a freelancer designer and I do a lot of product strategy. If your view of freelancing is only a "limited set of tasks they are hired to do", you're missing out on a strategy consulting layer which is where the best projects and budgets are. There's no reason product strategy cannot be one of those freelance tasks.
